* apply black with 79 char width in docs notebooks; modify make file

* modified .pre-commit yaml; and re-ran lint/fmt

* use pre-commit in makefile as well for better symmetry with pre commit

* add --all-files arg to pre-commit command

* update pre-commit yaml
