Subject: [PATCH] A very basic Circleci setup (#22503)
* Add circleci support
* Add buildpack-deps
* Install libudev-dev
* sudo
* always run test
* Add test report
* no sugar
* quite pytest
* better junit test result
* Add $CODE_COVERAGE env var
